Who May Purchase Tests
User Qualifications – We uphold the guidelines established by the American Psychological Association and the Canadian Psychological Association on sales of restricted materials. To establish your account and qualification level and to purchase B-Level and C–Level materials, complete and sign the Qualification Statement and submit it with your order. Students ordering tests for research must prepay and have their supervising faculty member sign the qualification form.
Test User Qualifications and Sound Assessment Practice
Sound test use is addressed by many professional associations (e.g.: ASTD, SHRM, IACMP, APA, CPA, ACA, NCDA) and in the Standards for Educational Psychological Testing, 1999.
CLSR Inc. supports the guidelines and standards on the development and use of testing materials developed jointly by the American Psychological Association and the National Council on Measurement in Education. Thus, certain tests are available only to users who have appropriate training and credentials and who adhere to the principles of proper test use in psychological and educational testing, including the knowledge of tests, administration and interpretation and their limitations.
Appropriate, ethical use of testing tools requires general knowledge of tests and their applications and limitations. It is strongly recommended that all test users using a test for the first time be thoroughly familiar with the manual and have the opportunity to use the test they’ve chosen in a supervised field setting. It is also essential that all purchasers of testing materials understand that “the ultimate responsibility for appropriate test use lies with the test user” (Standards for Educational and Psychological Testing, APA, 1985, p.41).
A Level Qualifications
Tests marked with the letter “A” and all books, guides and programs are available to any purchaser.
B Level Qualifications
To purchase and receive B-level tests and materials, you must hold a degree from an accredited college or university and you must have satisfactorily completed one or more of the following types of courses at an accredited college or university: test interpretation, psychometrics and measurement theory, or educational statistics.
C Level Qualifications
To receive C-level tests and materials, you must fulfill all qualifications required by B-level test users, plus you must hold an advanced degree in a profession that provides training in the interpretation of psychological tests. The difference between B-level and C-level instruments lies in the level of training needed for their interpretation.
All first-time purchasers must complete the Test User Qualification Statement and submit this statement prior to submitting their order. Orders from individuals will not be filled unless a completed Test User Qualification Statement is on file with Career/LifeSkills Resources Inc. Purchase orders from institutions (schools, hospitals, etc.) must be countersigned by an individual who has on file a completed Test User Qualification Statement.

SHIPPING & HANDLING
All shipping within Canada is GST/HST applicable. All orders in Canada are shipped from our location in Aurora, Ontario. Orders can also be picked up in person.
Our shipping options show live rates for a number of different courier services. CLSR Inc. has no control over the costs set by these companies.
Return Policy
Tests, binders, software, CDs, DVDs, USB drives, digital downloads and online assessments are sold without return privileges unless defective. Other materials may be returned for credit providing they have been purchased in the six month period preceding the request for permission to return and are in a resaleable condition.
Written permission must be obtained by the purchaser before any materials may be returned for credit. Please provide a copy of the invoice with your returns or provide the purchase order number, date and invoice number covering all materials to be returned.
Authorized returns of materials in resaleable condition will be credited at the net amount less 15% if the original purchase information has been given by the purchaser, or less 20% if this information is not given.
Shipping charges for return of materials must be paid by the customer and must be sent by a trackable method.
Please package returns carefully and prepay and insure shipments. We cannot accept damaged or used merchandise and cannot be responsible for lost shipments.

Confirming Orders
If an order is placed by letter, telephone, or fax, the subsequent order or purchase order must be marked “CONFIRMING” boldly and conspicuously, to avoid duplicate shipments. If confirming orders are not properly marked they are treated as new orders. Return postage for duplicate shipments will be at the customer’s expense, including a 20% handling charge.
